What does the "percentage" box in the "financial information" section mean when finalising the administrative registration?

The % is used in the case where the amount of the fee is shared between two financial sponsors. It indicates the % of the invoiced amount paid by each of them - the total must be 100%.

If there is only one financial respondent: the default is 100%.
